Russian Foreign Minister Sergey Lavrov phoned US Secretary of State Marco Rubio on May 25 with a blunt message: get your people out of Kyiv. The call came alongside a public warning from Russia’s Foreign Ministry about imminent systematic strikes on key military and decision-making locations in the Ukrainian capital.

What Russia is signaling

The Russian Foreign Ministry’s public statement referenced targeting “decision-making centers” and “command posts” in Kyiv.

The United States has not yet confirmed the details of the Lavrov-Rubio conversation. The European Union chose a different approach entirely. Brussels flatly rejected Moscow’s directive, with officials making clear they have no intention of withdrawing personnel from Kyiv.
