I am posting this here because Internet Computer is, at this moment, the most credible infrastructure for what is described below. I am not its author in any meaningful sense. I am passing it on.

### 00 – The Problem

Humanity lives inside a strange contradiction.

Nations exist to protect people. Yet the borders between nations are what kill them.

War always originates from the logic of the state – territory, resources, ideology, pride. As individuals, most human beings do not want war. And yet, in the name of the nation, they kill and are killed.

Many attempts have been made to resolve this contradiction: the League of Nations, the United Nations, treaties, alliances. All of them tried **to control the state while accepting the state as a given.** That assumption is the source of their failure.

### 01 – What History Shows

> When the Western Roman Empire fell in 476 AD, unified law, currency, and order collapsed with it. Centuries of darkness followed. Yet one thing survived: the Catholic Church – not as a state, but as a concept and an organization. Crossing every border. Missionaries walked the ruins of empire and bridged the age of darkness.

Today, another Rome is trembling.

Before its collapse arrives, those who prepare the next layer above will be the ones who design the next era.

History has proven this law, again and again.

### 02 – The Proposal: The Zeroth Nation

We do not destroy existing nations. We place **another belonging above them.**

Nationality, language, religion, residence, ethnicity – none of it matters here. Participation is voluntary. Departure is voluntary. No coercion of any kind. The essence of this nation is not territory or power, but the design of principles and institutions compelling enough that people *choose* to call themselves its citizens.

This nation will never use force. Not because it has no enemies, but because it does not recognize violence as an instrument of governance.

When 7.7 billion people have chosen this nation, there is no one left on Earth to fight.

The three branches of government are redefined as follows.

AI is not the ruler. **AI is the missionary.**

Tireless, sleepless, unbiased, unbribable – implementing, maintaining, and propagating these principles at a speed no human institution could match.

The AI’s own algorithms are subject to perpetual audit and revision by the DAO.

No one holds final authority.

### 04 – Why People Will Come

Nationality is ordinarily determined by where you were born. There is no choice in it.

The Zeroth Nation begins with a choice.

Those who join receive something. An identity. A refuge for those whom existing nations have failed to protect. The tangible sense that their voice actually shapes the institutions around them. A network of mutual aid among citizens who chose each other.

A refugee can say: *“I am a citizen of this nation.”*

A minority can say: *“This nation’s constitution protects me.”*

No existing citizenship need be surrendered. This nation exists above all others, quietly, without displacing anything.

### 05 – The Entry Point

**Participation requires no technical knowledge.**

The Church admitted those who understood nothing of theology. Come to mass. Hear the words. Receive baptism. No Byzantine doctrine required. No Latin. That was enough.

The Zeroth Nation is designed on the same principle. *All complexity is hidden where it cannot be seen.*

|**ICP / DAO**|Infrastructure. It runs in the background like plumbing. Citizens need not know it exists. Those who wish to inspect its design may do so. That is enough. |

You do not need to understand SMTP to send an email.

You do not need to understand a DAO or a blockchain to belong to this nation.

**Technology is a tool, not an admission ticket.**

When there are 100 citizens, it is an experiment.

When there are one million, it is a movement.

When there are one billion, it is a fact.

When there are 7.7 billion, there is no one left to fight.

Bitcoin began with nine pages and one anonymous.

If the concept is sound, implementation follows on its own.
