Europe has been talking about AI sovereignty for years. Now a group of French companies is trying to actually build it.

A consortium called AION, which includes private equity firm Ardian alongside some of France’s biggest corporate names, has submitted a formal bid for the European Union’s AI Gigafactory project. The proposed investment: approximately €10 billion ($11.6 billion) to construct a large-scale AI data center campus in France.

The bid, announced on May 20, represents one of the most ambitious infrastructure plays in European tech history. It also signals that private capital is increasingly willing to bet big on the idea that Europe can compete with the US and China in raw AI computational power, a race it is currently losing.

What AION is actually building

The AION consortium isn’t a startup with a pitch deck and a dream. It’s a coalition of established French firms spanning energy, telecom, cloud computing, and consulting. Members include Ardian, Artefact, Bull, Capgemini, EDF, iliad Group, Orange, and Scaleway.

The consortium was formally established in June 2025, building on earlier collaborative efforts among the member firms. The formal bid submitted in May 2026 was in response to the EU’s call for expressions of interest in its AI Gigafactories initiative, which had been deferred into early 2026.

The project’s pitch leans heavily on France’s energy mix. The country generates a significant share of its electricity from nuclear and hydroelectric sources, both of which are low-carbon. The campus is designed to handle high-density AI workloads and provide sovereign cloud services.

“It’s time to build a European AI ecosystem together,” said Benoît Gaillochet, in connection with the AION announcement.

Why Europe is playing catch-up

The EU’s AI Gigafactories initiative is an attempt to address Europe’s comparative weakness in the raw hardware needed to train and run frontier AI models. If Europe doesn’t build its own compute infrastructure, it will remain dependent on American and Chinese platforms for the most strategically important technology of the decade.

What this means for investors

The involvement of Ardian is the detail worth watching most closely. As one of the world’s largest private investment houses, Ardian’s participation signals that institutional private capital sees European AI infrastructure as a viable, long-term bet.

For the broader market, the AION bid could catalyze related investment across the European tech ecosystem. AI data centers don’t exist in isolation. They need power generation and transmission upgrades, fiber optic networks, cooling systems, and a workforce to build and maintain them.

If France secures the EU’s gigafactory designation, it could pull investment and talent away from other European contenders. Countries like Germany, the Netherlands, and the Nordics have their own AI infrastructure ambitions. A €10 billion French campus could reshape the competitive landscape within Europe itself, not just between Europe and its global rivals.
